Hosted by the Northwest Commission on Colleges and Universities (NWCCU), this webinar introduced participants to Interstate Passport®, a growing national program that facilitates block transfer of completed lower-division general education attainment based on student learning outcomes rather than on specific courses and credits. The webinar featured administrators from NWCCU accredited institutions from Alaska, Idaho, and Utah who provided their perspective on the benefits of joining and implementing Interstate Passport on their campuses.
Students who transfer with a Passport to another member institution are recognized as having completed all lower-division general education requirements prior to transfer, regardless of course titles and number of credits.
Speakers
Anna Galas is the director of academic leadership initiatives for the Western Interstate Commission for Higher Education (WICHE). In that role she oversees the WICHE Online Course Exchange program and two membership organizations of chief academic leaders in the region–the Western Academic Leadership Forum and the Western Alliance of Community College Academic Leaders—and their related projects. Additionally, Galas manages the Interstate Passport®, a program designed to facilitate nationwide block transfer of lower-division general education based on learning outcomes for institutions participating in the Interstate Passport Network. Galas holds a M.S. in exercise and movement science from the University of Oregon and an B.S. from the University of California, Davis in physical education.
Daniel T. Kline (PhD, Indiana University) is Professor of English and Director of General Education at the University of Alaska Anchorage, where he specializes in medieval literature and culture, literary theory, and digital medievalism. His formal research concerns children, violence, and ethics in late-medieval England and neomedievalism and digital gaming. Recent publications include Digital Gaming Re-Imagines the Middle Ages (Routledge, 2014), and he is a co-editor of the recently launched Open Access Companion to Chaucer’s Canterbury Tales (https://opencanterburytales.dsl.lsu.edu/). In Fall 2018 UAA enacted an Alaska Native GenEd requirement, which requires all incoming UAA students to take an Alaska Native themed course.
Sherry Simkins has served as Division Chair for Communication and Fine Arts at North Idaho College since 2012. As chair, she oversees programs in Communication, Journalism, Fine Arts, Music, and Theatre. She has been an instructor of Communication since 2005. She also serves as a faculty discipline representative for the Idaho Statewide General Education. Simkins received her B.S. and M.A. in Communication at Southern Utah University. She is currently pursuing her Doctorate in Educational Leadership at Idaho State University.
Michael Torrens is director of Analysis, Assessment and Accreditation (AAA) at Utah State University, a premier student-centered, land-grant and space-grant university. He leads institutional research, assessment, and accreditation efforts. The AAA office is a resource for data-driven decisions, serving USU’s students, faculty, staff, administration, and the wider community. Previously, Torrens served as director of Applied Research and Innovation at the Corporation for Enterprise Development in Washington, D.C., where he managed the Local Capital Market Investment Fund and led asset-building research, program development and policy work for six years. Prior to his work in Washington, he served as executive director of New Jersey Community Capital. His international work encompasses Zimbabwe, Colombia, Argentina, Bolivia and Peru. He holds a B.A. from Brown University and M.P.P. from Princeton University.

North Idaho College (NIC) joined the Interstate Passport Network in February 2018 and in a short time has successfully implemented Interstate Passport across its campus by engaging faculty, awarding Passports, reporting data, and advising students about the benefits of earning a Passport. Learn how NIC implemented Interstate Passport and engaged advisors. DeAnn Johnson, advisor for Completion and Transferability, Advising Services, and Sherry Simkins, division chair Communication and Fine Arts, discuss how they worked with the existing campus culture to develop advising tools and highlight Interstate Passport in their catalog to make it a seamless part of the advising process.

DeAnn Johnson is an Academic Advisor for Completion and Transferability at North Idaho College. An active member of the North Idaho Consortium of Higher Education (NICHE represents NIC, LCSC, UI, BSU, and ISU) Johnson serves as chair of the Student Service Task Force which focuses and creates shared student resources among consortium schools. Additionally, she sits on the NICHE Recruiting Task Force, representing Higher Education opportunities for North Idaho communities. Previously Johnson worked for Lewis-Clark State College, CdA, and received her M.S. in Adult Organizational Learning and Leadership from the University of Idaho.

The National Student Clearinghouse Research Center publishes reports highlighting national student transfer patterns and how student mobility is related to persistence, stopout, completion and time to degree. This webinar reviews the latest results and what they reveal about transfer students today. In particular, what are the trends? Why is student mobility important? How many transfers cross state lines? And how can you derive insights from this research to help students in your institution to be more successful?

Doug Shapiro is the executive research director of the National Student Clearinghouse Research Center, which advances student access and success by providing the education community with data and insights from the nation’s largest student-level longitudinal dataset of college enrollment and degree information. The Research Center publishes annual trends and benchmarks in student enrollment, persistence, transfer, mobility and completion. The Center also provides data services and measurement of student outcomes for high schools, districts, states, postsecondary institutions, researchers and other educational organizations. Shapiro has conducted research in higher education for nearly twenty years. Prior to joining the Clearinghouse he held positions as director of institutional research at The New School (NY), and vice president for research and policy development at the Minnesota Private College Council. He holds an M.A. in mathematics, and a Ph.D. in education from the University of Michigan’s Center for the Study of Higher and Postsecondary Education.

The South Dakota Board of Regents (SDBOR) and Laramie County Community College (LCCC) have completed the implementation of Interstate Passport. This webinar will describe the scripts and processes used by SDBOR and LCCC to complete these tasks in the Colleague student information system. These solutions include (1) identifying students that meet the requirements to earn a Passport; (2) the processes to enter the Passport into Colleague to appear on the transcript, (3) and the process to submit the list of Passport students to the National Student Clearinghouse.

Tasha Dannenbring, Director of Institutional Research, South Dakota Board of Regents
Dr. Tasha Dannenbring serves as the primary Institutional Research expert for the South Dakota Board of Regents. She works with various councils and groups in the university system to develop, revise, interpret, and implement data management and analysis solutions to inform decision making. Dannenbring also oversees system assessment of General Education. She works closely on other system initiatives including Complete College America, the Western Interstate Commission for Higher Education, and the Midwestern Higher Education Compact. Dannenbring is a member of the Association of Institutional Research Data Policy Analysis Group and is currently guest editing a special edition of the Mid-Western Educational Researcher focused on institutional research. She holds a B.S. from Rockford College, a M.S. from Northern Illinois University, and a Ph.D. from the University of South Dakota.
Stacy Maestas, Registrar, Laramie County Community College (WY)
Stacy Maestas is the Registrar at Laramie County Community College in Cheyenne, Wyoming. She has worked at LCCC since 2004 and has been the Registrar since 2009. Maestas is an alumna of LCCC, and holds a B.A. in Leadership, and a M.S. in Management. She has been involved with the Interstate Passport program since LCCC joined in the fall of 2014. Maestas worked closely with LCCC faculty and institutional research during the implementation of Interstate Passport at LCCC as well as created the process for tracking and reporting the Interstate Passport using Ellucian Colleague and Business Objects.

The University of Utah and Lake Region State College (ND) have completed preparation to implement the Interstate Passport. This webinar will describe the scripts and processes used by UU and LRSC to complete tasks in the PeopleSoft student information system. These solutions include (1) identifying students that meet the requirements to earn a Passport; (2) creating the process to submit the list of Passport students to NSC; (3) creating the process to identify new transfer students and send that list to NSC to confirm students that have the Passport; (4) processes to enter the Passport into PeopleSoft to appear on the transcript so that degree audits systems can show lower-division general education requirements as complete.

Dan Johnson, Registrar, Lake Region State College (ND)
Dan Johnson is the Registrar at Lake Region State College in Devils Lake, North Dakota. He joined the faculty of Lake Region State College in 1968 where he has served in various positions in financial aid, admissions, student affairs, and student records in addition to teaching mathematics. Johnson is active in several professional organizations, including the North Dakota Council Teacher of Mathematics, the North Dakota Mathematics Association of Two-Year Colleges, the North Dakota Association of Financial Aid Administrators, the Rocky Mountain Association of Financial Aid Administrators, the National Association of Financial Aid Administrators, NDACRAO, UMACRAO, and AACRAO. He received his BA at the University of North Dakota MS from Minnesota State University – Moorhead and has completed additional graduate work at Rutgers-the State University and the University of North Dakota.
Timothy Ebner, University Registrar, University of Utah
Timothy Ebner has been serving as the University Registrar at the University of Utah in Salt Lake City since January of 2006. He has worked in this profession for 38 years, beginning in the fall of 1980 serving as Assistant Registrar at the Elkhorn Valley Campus of Metropolitan Community College in Omaha, Nebraska. He has also served at three other institutions including Quincy University in Illinois, Midland University in Nebraska, and Boise State University in Idaho. Ebner received his Bachelor’s degree in Music Education from the University of Nebraska at Kearney and his Master’s degree in College Student Personnel from the University of Nebraska at Omaha.
Andrea Ronér, Associate Registrar, University of Utah
Andrea Ronér began working for the University of Utah in July 2006. She has worked in various roles in the Registration & Records Division and was promoted to Associate Registrar, Student Systems and Technology in 2014. Ronér leads and analyzes business processes for all projects related to PeopleSoft CS, Portal and custom web applications for the Registrar’s Office (e.g. PeopleSoft upgrade to CS 9.2, Implementation of Dynamic Dating/Wait List, Class Demand Report, etc.) She graduated with a BS in Management from the University of Utah and MS in Management Information Systems from the University of Arizona.

Interstate Passport® provides a new way for students to transfer general education learning attainment, but how does it ensure quality learning? Come learn about the Interstate Passport program’s built-in quality assurance mechanisms such as the Academic Progress Tracking, minimum grade requirements, a mapping assignment pilot, the Passport Review Board, and external evaluation. These mechanisms assure receiving institutions of incoming students’ quality of learning while also safeguarding sending institutions’ autonomy in determining how their students meet the Passport Learning Outcomes.

Jane Sherman, Passport State Coordinator, WICHE
Jane Sherman retired as the vice provost for academic policy and evaluation at Washington State University (WSU), as well as the associate director for academic policy at the state of Washington’s Council of Presidents (COP). At WSU she directed institutional planning for internal and external accountability, accreditation, and assessment activities, and transfer policy, among other areas of academic policy and planning. At COP she coordinated statewide initiatives in transfer, dual credit, reverse articulation, and higher education’s response to the Common Core, among others. Prior to her work at WSU, Sherman was the deputy director for academic affairs with the Washington State Higher Education Coordinating Board (HECB). She has held faculty positions in Counseling and Counselor Education at Idaho State University and at the College of Idaho.
